The increasing availability of brain data within and outside the biomedical field, combined with the application of artificial intelligence (AI) to brain data analysis, poses a challenge for ethics and governance. We identify distinctive ethical implications of brain data acquisition and processing, and outline a multi-level governance framework. This framework is aimed at maximizing the benefits of facilitated brain data collection and further processing for science and medicine whilst minimizing risks and preventing harmful use. _Strategies of Deconstruction _ was first published in 1991. Minnesota Archive Editions uses digital technology to make long-unavailable books once again accessible, and are published unaltered from the original University of Minnesota Press editions. In the past two decades, the "movement" of deconstruction has bad tremendous impact on a number of academic, disciplines in the United States. However, its force has been rather limited in the field of philosophy, despite the fact that in Europe the practice of deconstruction emerged in (...) the work of philosophers. Although the reasons for this can be debated, two of the more obvious explanations are the mainstream Anglo-American philosophers rarely studied the German and French philosophical traditions in great detail, and deconstruction's focus on discourse and interpretation has made it more attractive to the literary and humanistic disciplines. With this context, _Strategies of Deconstruction _ focuses on the early work of Jacques Derrida, the French philosopher who introduced deconstruction in _Speech and Phenomena_,his study of Edmund Husserl, and _Of Grammatology_, and whose philosophical reputation stems in no small part from his work on Husserl. In examining the philosophical import of Derrida's theories of reading, text, and language, specifically as they related to _Speech and Phenomena_,J. Claude Evans makes careful reference to Husserl's own texts. His analysis indicates that there are many systematic irregularities in Derrida's study and that without those irregularities Derrida's conclusions cannot be substantiated. (shrink)

Some French infiuences have to be found to explain how the two functions of the Standing Committees of the Belgian House of Representatives have evolved. In 1920, when the first Standing Committees system was introduced in the Belgian House of Representatives, a direct French contribution can already be noticed. As a matter of fact, the Speaker of the Committee of Parliamentary Procedures derives his report directly from one made a few months earlier by Joseph Barthélémy for the French House (...) of Representatives.Again in 1935, the first total revision of the entire rules of procedure of the House of Representatives shows the ideal of some French statemen to struggle against the assembly system withthe result of a limitation in the functions of the Standing Committees down to its legislative part. These functions were not altered during the second revision in 1962, but some sort of diffused control over theCabinet was still exerted. In 1979, this control was finally formalised. (shrink)

In Albert M. Hyamson’s invaluable reference work “The British Consulate in Jerusalem in relation to the Jews in Palestine 1838–1914” a letter from Sir Moses Montefiore is quoted. Montefiore was at that time President of the London committee of Deputies of the British Jews. The letter is addressed to Earl Russell, the Foreign Secretary, and in this letter Montefiore mentions that he is enclosing a Memorial from the Jewish Communities in Safed and Tiberias, complaining about the deplorable (...) condition in which they find themselves as a consequence of the withdrawal of British Protection which they had enjoyed during the preceding 10 years. The original Memorial is an address to Sir Moses Montefiore, sent by the Ashkenazi Chief Rabbis of Safed and Tiberias in 1863. (shrink)

The focus of Leupin's introduction and of the first chapters by Jean-Claude Milner and Francois Regnault is Lacan's linking of the social sciences and science. Leupin writes that while Freud drew upon "medicine and biology to ensure... scientific consistency", in Lacan these are replaced by mathematics and topology. What is special about legal reasoning? In what way is it distinctive? How does it differ from reasoning in medicine, or engineering, physics, or everyday life? The answers range from the very ambitious to the modest. The ambitious claim that there is a special and distinctive legal logic, or legal ways of reasoning, modes of reasoning which set the law apart from all other disciplines. Opposing them are the modest, who claim that there is nothing special to legal reasoning, that (...) reason is the same in all domains. According to them, only the contents of the law differentiate it from other areas of inquiry, whereas its mode of reasoning is the one common to all domains of inquiry. (shrink)

In this paper I focus on John Locke as a representative figure of English Enlightenment theorizing about the legitimacy of cognitive authority and examine the way in which a greater attention to the cultural milieu in which Locke worked can lead to a profound reexamination of his writings on cognitive authority. In particular, I suggest that an inattention to the rise of a culture of reading and the growing availability of books in Early Modern England has led historians of philosophy (...) largely to misrepresent Locke's theory of testimonial justification. At the core of my paper are two interrelated claims. First, with respect to the history of ideas, I argue that the Locke's interest in testimony as a source of justification was in fact greater than that of his Scholastic forebears, and that this fact has a simple, if as yet unacknowledged, cultural cause -- viz., the rise of the book as a mass commodity in the late 17th century. Second, with respect to the history of philosophy more particularly, I argue that this failure to acknowledge the cultural movements that led to a consideration of testimony as a topic of interest to epistemologists in the Modern era has led to a misreading of Locke's work on the subject. Indeed, Locke, though usually read as having attempted to denigrate testimony as a legitimate source of justification, in fact sought to devise an epistemology that would do justice to the centrality of testimony in the intellectual lives of growing numbers of his contemporaries in 17th and 18th century England and Scotland. Novel forms of matter, such as states made of gluons (glueballs), multiquark mesons or baryons and hybrid mesons are predicted by low energy QCD, for which several candidates have recently been identified. Searching for such exotic states of matter and studying their production and decay properties in detail has become a flourishing field at the experimental facilities now available or being built - e.g. BESIII in Beijing, BELLE II at SuperKEKB, GlueX at Jefferson Lab, PANDA at FAIR, J-PARC and in (...) the upgraded LHC experiments, in particular LHCb. A modern primer in the field is required so as to both revive and update the teaching of a new generation of researchers in the field of QCD. These lectures on hadron spectroscopy are intended for Master and PhD students and have been originally developed for a course delivered at the Stefan Meyer Institute of the Austrian Academy of Sciences. They are phenomenologically oriented and intended as complementary material for basic courses in particle and nuclear physics. The book describes the spectra of light and heavy mesons and baryons, and introduces the fundamental properties based on symmetries. Further, it derives multiplet structures, mixing angle, decay coupling constants, magnetic moments of baryons, and predictions for multiquark states and compares these with suitable experimental data. Basic methods of calculating decay angular distributions and determining masses and widths of resonances are also presented. The appendices provide students and newcomers to the field with the necessary background information, and include a set of problems and solutions. (shrink)
